It doesn’t. The ICC’s economic ecosystem is not even remotely connected to what may or may not happen in the Gulf. If anything, they could actually now buy some incredibly inexpensive real estate and add it to their portfolio.
But, Prem. Someone, somewhere has to give some logical explanation for such massive shifting plans, right? Would they not use any external consulting firms? Or something liek that? Or is it just at the whim of a few top brass (granted that their whim might seem logical to themselves).
